Ukraine’s local elections on 25 October 2020 constitute a milestone in the country’s reform process. They are the first local elections that take place after major elements of the decen­tra­lization reform, launched in 2014, are imple­mented. For the first time, Ukrai­nians will be able to cast their vote for local repre­sen­ta­tives in the newly created amalga­mated terri­torial commu­nities (hromadas) that were created in the scope of an adminis­trative reform. Furthermore, the newly elected members of the three Ukrainian local gover­nance levels – oblast, rayon and hromada – will have new compe­tencies and more resources than ever before. It is expected that the local elections will increase the political leverage of local gover­nance in Ukraine’s tradi­tio­nally Kyiv-centred administration.

During the upcoming 19th Ukraine Breakfast Debate we want to discuss the following issues:

We are pleased to announce that the 19th Ukraine Breakfast Debate on “Ukraine’s local elections 2020 – A power shift from Kyiv to the regional level?” will take place online on Wednesday, 14 October 2020.

Ukraine Breakfast Debates are part of the project “German Ukrainian Resear­chers Network” (GURN). GURN aims to establish a German-Ukrainian network for senior and junior resear­chers, streng­thening expertise in the field of policy analysis and promoting joint research projects.
GURN is conducted in coope­ration with the Ilko Kucheriv Democratic Initia­tives Foundation (DIF, Kyiv), the think tank develo­pment and research initiative think twice UA (Kyiv), the New Europe Center (NEC, Kyiv), and is kindly supported by the Federal Foreign Office.

The Ukraine Breakfast Debate is held as an online event via Zoom. To parti­cipate, we will send you the event link and further infor­mation by email one day before the event.

In order to parti­cipate in Ukraine Breakfast Debate please have your favourite cup of tea or coffee on hand to enjoy while listening and discussing the topic.

The number of virtual seats is limited, and switched-on video preferred. After a successful regis­tration and confir­mation, parti­ci­pation is obligatory.

You can parti­cipate via a computer, tablet, or mobile phone with internet access and speakers. You will receive an event link which will open the Zoom appli­cation. It is recom­mended to download the app when using Zoom for the first time. This only takes a few minutes and is free of charge.
