Ukraine’s local elections on 25 October 2020 constitute a milestone in the country’s reform process. They are the first local elections that take place after major elements of the decentralization reform, launched in 2014, are implemented. For the first time, Ukrainians will be able to cast their vote for local representatives in the newly created amalgamated territorial communities (hromadas) that were created in the scope of an administrative reform. Furthermore, the newly elected members of the three Ukrainian local governance levels – oblast, rayon and hromada – will have new competencies and more resources than ever before. It is expected that the local elections will increase the political leverage of local governance in Ukraine’s traditionally Kyiv-centred administration.
During the upcoming 19th Ukraine Breakfast Debate we want to discuss the following issues:
- What are the main characteristics of the local election process?
- What kind of election-related trends and developments can be observed in Ukraine at this stage of the election process?
- What does the election campaign look like at the local level? What kind of political messages and campaigning strategies do key players apply to win over the voters?
We are pleased to announce that the 19th Ukraine Breakfast Debate on “Ukraine’s local elections 2020 – A power shift from Kyiv to the regional level?” will take place online on Wednesday, 14 October 2020.
Ukraine Breakfast Debates are part of the project “German Ukrainian Researchers Network” (GURN). GURN aims to establish a German-Ukrainian network for senior and junior researchers, strengthening expertise in the field of policy analysis and promoting joint research projects.
GURN is conducted in cooperation with the Ilko Kucheriv Democratic Initiatives Foundation (DIF, Kyiv), the think tank development and research initiative think twice UA (Kyiv), the New Europe Center (NEC, Kyiv), and is kindly supported by the Federal Foreign Office.

The Ukraine Breakfast Debate is held as an online event via Zoom. To participate, we will send you the event link and further information by email one day before the event.
In order to participate in Ukraine Breakfast Debate please have your favourite cup of tea or coffee on hand to enjoy while listening and discussing the topic.
The number of virtual seats is limited, and switched-on video preferred. After a successful registration and confirmation, participation is obligatory.
