Between 18 and 20 October this year, the Institute for European Politics (IEP) conducted the workshop \u201cProfes\u00adsional Scien\u00adtific Standards and Policy Analysis\u201d<\/strong> for repre\u00adsen\u00adta\u00adtives of Ukrainian think tanks in Kyiv.<\/p>\n

The 16 partic\u00adi\u00adpants work for think tanks which are based in Kyiv as well as in other Ukrainian regions and mainly deal with social affairs, and internal and external policies. Under the guidance of IEP research associate Ljudmyla Melnyk<\/a>, Oksana Huss<\/a>, doctoral candidate at the Institute for Advanced Study in the Human\u00adities and co-founder of the Inter\u00addis\u00adci\u00adplinary Corruption Research Network<\/a> (ICRnetwork), and Katerina Bosko<\/a>, editor of \u201cUkraine-Analysen\u201d and researcher at the Research Center for East European Studies at the University of Bremen, the workshop focused on strength\u00adening and expanding compe\u00adtences in policy analysis and inter\u00adcul\u00adtural communication.<\/p>\n

The first part of the three day workshop was led by Oksana Huss who gave profes\u00adsional theoretical impulses on the prepa\u00adration of target-oriented research questions as well as the structure of analytical outputs. Katerina Busko comple\u00admented the first thematic session with a practical-active part on the devel\u00adopment of arguments. Due to high demand, the work on devel\u00adoping arguments will be discussed further in the following workshop.<\/p>\n

A great part of the workshop was about research design. Since partic\u00adi\u00adpants showed stark interest in method\u00adological techniques, future workshops will deal with quali\u00adtative approaches in greater detail in compliance with their wishes. Additionally, a seminar is envisaged on discourse analysis and guided interviews.<\/p>\n

Based on the study \u201cThink Tanks in Germany and Ukraine: Differ\u00adences and Perspec\u00adtives for Cooper\u00adation\u201d<\/a> Ljudmyla Melnyk\u2019s workshop on inter\u00adcul\u00adtural commu\u00adni\u00adcation was well received. Building on the study\u2019s results the session was amended with visual commu\u00adni\u00adcation of analytical publi\u00adca\u00adtions and skills in the commu\u00adni\u00adcation with European partners. Inter\u00adcul\u00adtural differ\u00adences in commu\u00adni\u00adcation styles became visible not only in layout but also in email corre\u00adspon\u00addence. For this reason, the team decided to prior\u00aditize the issue and include a seminar on corporate design for think tanks.<\/p>\n

The three day event offered a compre\u00adhensive dealing with a great number of scien\u00adtific topics. A demand for further method\u00adological instru\u00adments and inter\u00adcul\u00adtural commu\u00adni\u00adcation became apparent, which could help to strengthen compe\u00adtences of Ukrainian think tanks and foster cooper\u00adation between Ukrainian and German think tanks. Furthermore, a lack of objective data was regis\u00adtered, which can be attributed to insuf\u00adfi\u00adcient data collection by the Ukrainian state. For instance, the last census took place in 2001 and the next one is planned in 2020.<\/p>\n

The feedback forms suggest that partic\u00adi\u00adpants appre\u00adciated the inter\u00addis\u00adci\u00adpli\u00adnarity, high quality of seminars and the oppor\u00adtunity to network which was partic\u00adu\u00adlarly valuable to repre\u00adsen\u00adta\u00adtives of regional think tanks. Depending on their interest, partic\u00adi\u00adpants can hand in an expos\u00e9 and put their newly acquired knowledge to practice. The prepa\u00adration of analytic publi\u00adca\u00adtions is peer-review supported and continues in the subse\u00adquent workshop in February 2017. Assorted policy papers will be published in a German web-based series and presented during a think tank conference in Berlin.<\/p>\n

The workshop took part within the framework of the project \u201cPlatform for Analytics and Inter\u00adcul\u00adtural Commu\u00adni\u00adcation\u201d<\/a> (PAIC) which is conducted by Institute for European Politics (IEP, Berlin) in cooper\u00adation with the Inter\u00adna\u00adtional Renais\u00adsance Foundation<\/a> (IRF, Kyiv), Ilko Kucheriv Democ\u00adratic Initia\u00adtives Foundation<\/a> (DIF, Kyiv) and the think tank initiative think twice UA<\/a> (Kyiv).
