“The Common Foreign and Security Policy of the European Union — inter­gov­ern­mental network or collective actor”

Project Brief: This is a joint project of the IEP and the Hessische Stiftung Friedens- und Konflik­t­forschung (HSFK/Peace Research Institute Frankfurt). It is supported by the German Research Foundation in the framework of its programme “Gover­nance in the European Union”. The project team analyses the devel­opment of CFSP from the Maastricht Treaty up to the present and asks whether the European Union is gradually becoming a collective actor that is capable of devel­oping joint prefer­ences, as well as the ability to act in a coherent and consistent way vis-à-vis other actors. It also asks for the alter­na­tives, i.e. whether the CFSP basically remains a distinct diplo­matic inter­gov­ern­mental network with only limited capac­ities to develop into a collective actor.

The findings of the project were published in 2007:
